YORK FIREBUG NO MATCH FOR THE BLOG

On Friday 2 December 2016, at approximately 12.50 a.m., while my wife and I were sleeping, somebody deliberately set a fire at the bottom of our garden.

Luckily, neighbours across the road in Macartney Street were alerted to the incident by their dogs.  They stretched their garden hose across the street and began putting out the flames.  Before long, the volunteer fire brigade arrived and helped to extinguish the fire.

Thanks to their efforts and those of my kind and caring neighbours, a major disaster was averted—not only for us, but also for residents of nearby and adjoining properties.

The fire was not an accident or an instance of spontaneous combustion.  It was deliberately lit.

We know this because somebody was observed running from the scene into George Street.  A car was then heard being driven away at speed.

This is not the first such incident at our property.    Three weeks ago, also a while after midnight, somebody set fire to garden rubbish stacked up for collection against our main gate in Harriott Street.   That fire, too, was put out by our local firies who I’m told reported the incident to police.

On that occasion, we assumed the blaze was accidental, so didn’t follow up with our own report.  The police must have come to the same conclusion, because they didn’t contact us.

The second incident has changed my mind about the first.  I now believe that both fires were lit deliberately, possibly—in my view, very probably—in retaliation for articles or comments that have appeared on this blog.

As it happened, neither my wife nor I witnessed either incident.  In both cases, we learned what had happened from neighbours several hours after the fires had occurred.

I’m not pointing the finger at anyone in particular, but it does seem odd to me that more than once, within days of certain issues coming up on the blog, I’ve been subjected to attempts at intimidation.

Remember that knuckle-dragging bully Animal Crackers and his threats to poison my dogs?  (I now have reason to believe that Mr. Crackers was not what he seemed, but an educated person of means posing very successfully as a half-wit.)

I suppose there might be a handful of folk in York who disagree enough with opinions expressed on the blog to regard the use of force, or threats of force, to shut me up as fully justified.

But lighting fires?  Is anyone in York sufficiently stupid, drunk or drug-befuddled to take revenge in such a way as to threaten the lives and property not only of a person they dislike, but of dozens, perhaps hundreds, of others as well?

‘Animal Crackers’ was bad enough.  Now, it seems, we have ‘Fire Crackers’ too, an even more daunting proposition.

I have reported the latest incident to local police, who have kindly offered to increase nocturnal surveillance of the area in which our property is located.   In addition, we shall lose no time in installing concealed CCTV throughout the property.

So, Mr. Fire Crackers, if you’re feeling the urge to star in a home movie, be my guest—and later, a guest of the Governor, because setting unauthorised fires on somebody’s property is a serious offence that carries a fair bit of prison time.

I won’t pretend that I’m not frightened and distressed as well as angered by what you’ve done.  Of course I am.  Only a complete fool wouldn’t be.

But your spectacularly dangerous and stupid antics won’t stop me writing for and publishing comments on this blog.

  1. I'm sorry this has happened to you and your wife James. What sort of a moron does this sort of thing, let alone in summer?

One would think kids who maybe don't understand the possible ramifications of starting a blaze, but then an adult had to be driving th get away car.

I only hope you can find out who it was and have them charged.

  2. How frightening to have this happen.
What a clever dog your neighbour has to sound the alarm. The consequences could have been catastrophic had the neighbours not reacted to the dog barking and got the hoses onto the fire so quickly.
I hope the York Police are looking into this for you and Bairbre.

  3. What a nasty, spiteful, vindictive thing to do, and one assumes because James is capable of stringing words together in a meaningful manner.

It isn't like the whole of W.A. hasn't been warned about the fire risks this summer, so for someone to do such a thing on purpose, just takes your breath away.

Apart from the bleeding obvious, looking at the pictures of the scene of the fires, this absolute dipstick, may well have done you a bit of a favour, James. While you had complied with firebreaks as per prescribed Shire requirements, this nasty little piece of work, has actually provided you with an even better form of firebreak. 'Nuthin' left to burn, there.

On top of which, this person has now been seen. Not only will the entire neighbourhood be keeping an eye out for this toad, and accompanying vehicle, but the person who saw them, may well recognize that person again. Although they think they might not have got a good look, it is amazing what the mind and the memory can store away and it doesn't take much to just bring that whole scene sharply back into focus.
If this nasty little firebug has a 'friend' helping them - they will not be immune from the full force of the law, in retaliation. I believe that firebugs are not particularly well liked in gaol, because their actions could harm the family members of people who can be a lot nastier than you are - think Bikkies, just for a start. No worries there. You'd be dealt with in a heartbeat, or more likely, take your last one, along with your last breath.
    I call it poetic justice.

What a coward you are and a v. dangerous one. Let us hope that if you start another fire, your family, perhaps children, even grandchildren, parents, grandparents, siblings even, don't get caught up in your nasty little games, and suffer consequences far worse than even you could possibly imagine.

    1. Let's not rush to judgement. The culprit could be one of several people aggrieved by the blog.

I repeat my invitation to every such person to place comments on the blog pointing out the error, as they see it, of my ways. Trying to burn down my property, thereby endangering the lives and property of other, guiltless citizens, is taking things a little too far.

  7. It's not case of rushing a judgement James. it's a case of working out which person has the lowest intelligence in York.

  8. Thanks to a comprehensive question lodged by a resident, the truth is finally beginning to emerge about how incompetent CEO Ray Hooper and his Deputy Tyhscha Cockrane really were in their respective positions.

Had Tony Boyle and Pat Hooper listened to the many warnings from residents, instead of denigrating those who spoke out, the truth may have been uncovered a lot sooner. Shame on you both.

At least now the Senior Staff appear prepared to tell us the truth and say it as it is. No more cover ups.

I suspect the next few years will be a bit like having a large well stuck bandaid on a festering ulcer pulled off very slowly. It is going to be very painful for ratepayers and businesses.

    Shame on Ray and Tyhscha.

The following was cut and pasted from OCM Minutes November 2016 question time.

    Question 1:
In 2000, it became a compulsory requirement for Local Governments to lodge an annual Compliance Audit Return (CAR) with the Department of Local Government. More recently in 2009, the CAR became restricted to those areas considered to be of 'high risk'.
One high risk category refers to the keeping of written records in accordance with section 5.46(3) of the Local Government Act 1995 and regulation 19 Local Government (Administration) Regulations 1996, requiring a recipient (delegate) of a delegated power or duty to keep a written record of;how the person exercised the power or discharged the duty; and when the person exercised the power or discharged the duty; and the persons or classes of persons, directly affected by the exercise of the power or the discharge of the duty.
MINUTES – ORDINARY COUNCIL MEETING – 28 NOVEMBER 2016 When completing its annual CAR for the years 2009-10, 2010-11, 2011-12 and 2012- 13, the reporting officer claimed the Shire had maintained a 'written record' in accordance with s5.46(3) and reg 19. However, no written record appears to exist.
When completing the CAR for years 2013-14 and 2014-15, the reporting officer claimed that 'all records had been recorded through Synergy records', however, simply being retained in separate locations and not as a composite written record does not meet the requirements of either 5.46(3) of the Local Government Act 1995 or regulation 19 Local Government (Administration) Regulations 1996.
Can the Shire confirm whether or not written records were maintained as prescribed in section 5.46(3) of the Local Government Act 1995 and regulation 19 Local Government (Administration) Regulations 1996?
    Response:
The Executive Manager Corporate and Community Services replied that Shire Officers have investigated this matter and have determined that until recently, record keeping in accordance with the above Section of the Act and Regulation 19 was inconsistent. On 24 October 2016, following a comprehensive review, Council adopted the Shire of York 2016 Register of Delegated Authority. Effective from this date, a formal register of the delegations exercised will be compiled monthly and recorded to the Shire’s records system. In addition, an operating procedure is currently being developed and will be implemented internally.

    1. It takes someone with above average intelligence to ask a question such as this.

      Delete
    2. I agree.

It is good to see the Shire Minutes recorded it, which is more than the Hooper regime would have done.

Up until Ray Hooper slithered out of York under the cover of darkness, good, honest, hard working people with above average intelligence were targeted and taken to court by his evil regime.

Fortunately for York, we still have these people here and they are still prepared to expose what those fools did.

  9. So Tony and Pat it appears the resident asking this question was actually on to something. What a shame you were too ignorant and arrogant to listen. This is one more example of many where if you had listened, informed yourself by researching the matter and acted accordingly, the town of York could have avoided the slow "bandaid pulling" process and our new CEO could be concentrating on positive things for us instead of wiping up your bloody mess. Thanks yet again you tossers.

  10. Yes Bill, seems the person asking that question was definitely onto to something.

Wasn't there an Ombudsmen Report that said the York Administration was dysfunctional? Would Boyle, Hooper and the Councillors listen? No, they just fed more bullshit out into the community about those trying to tell the truth.

It's time Tony Boyle, Pat Hooper and their bunch of moronic councillors (including Wallace) were held accountable by Ratepayers for mis management and their stupidity.

Remember Boyle, Hooper (and now Wallace) were happy to take the glory of being Shire President. They thought the truth would never come out. Arrogant pricks the lots of them.

If residents want to express their anger, direct it at Boyle, Hooper and Wallace. The way I see it, Paul Martin is 'the messenger' digging in the septic sludge of appallingly unprofessional Shire records, trying to find out where things went wrong under the previous dictatorship. Then he has to the deliver the bad news to Ratepayers and fix it.

At least this CEO is honest enough to answer the questions in the minutes, which is more than Ray Hooper and Tyhscha Cockrane ever did. We had 14 years of cover ups by incompetent people.

I hope the Mukinbudin Councillors read the Blogs and the Minutes.

  11. I think that we are very lucky to have someone of the calibre of Paul Martin as our now, C.E.O.. It isn't so much that he is the 'messenger digging in the sludge', I think we now actually have some one who is capable of investigating and has the training and expertise to provide answers to questions that the townsfolk have been asking for many moons. And not afraid of telling it like it is. Good on him. Well done, Paul. Keep up the difficult stuff and providing answers. We might not like the answers, but at least we are getting them.

On another matter, but still in the 'Govt. region' only this time Federal.
For those pensioners who are going to get slogged, either by losing pension, or hit one way or another. "Baby boomers" now are greater in number than any other number of Australians, and believe it or not, actually have the power to make things change, if all work together.

For those who are really annoyed by the proposed changes, to our Pensions and Pensioners, try ringing this 'phone number and vent your fury. Don't be abusive, just get you message across.

'phone number: (02) 9327 3988. This happens to be MALCOM TURNBULLS' office 'phone number in Canberra - yep true. I have rung and left my message. Flood his answering machine. Get all your mates to ring as well. Let him know what you all really think - don't leave him in any doubt, don't hold back. Election threats, often get 'pollies' attention, as well.

Hitting the Pensioners who can least afford it stinks. AND, guess what? Doesn't affect the 'Pollies' pensions, 'phones, drivers, airflights/trips/travel/vehicles. Why not? Rules for one and not for another. What bloody hypocrites. This needs to change, Now.

Pensions should NOT be up for Govt. 'adjustments', when the incompetence of those in charge, stuff up the economy. Leave the Pensions and Pensioners alone. Ring him. Please. Annoy the hell out of him and leave him in no doubt, about what you think!

    2. Is it any wonder the people of York had problems obtaining copies of records through FOI from Ray Hooper, Ms. Cockrane and Ms. Maziuk.

Here it is folks spelt out in black and white - cut and pasted from Anonymous7 December 2016 at 23:22 under the heading Response.

The Executive Manager Corporate and Community Services replied that Shire Officers have investigated this matter and have determined that until recently, record keeping in accordance with the above Section of the Act and Regulation 19 was inconsistent.

For the benefit of Ray, Tyhscha and Gail when they read the blog next, here is the meaning of the word inconsistent.

inconsistent: Not staying the same throughout; having self-contradictory elements : police interpretation of the law was often inconsistent.
      • acting at variance with one's own principles or former conduct : parents can become inconsistent and lacking in control over their children.
      • ( inconsistent with) not compatible or in keeping with : he had done nothing inconsistent with his morality.
      • erratic in behavior or action

Anonymous13 December 2016 at 19:43 -A question for you: why are you questioning Mr. Martin's ability to investigate when the response clearly states 'Shire Officers investigated the matter'.

Regardless of whether Mr. Martin has forensic investigative abilities, (which is what would be needed to find anything in the mess left by the previous administration under Hooper) he is far more approachable, positive and honest than Ray Hooper ever was. That by the way, is not an assumption on my part, it is a conclusion I have reached from experience.

  12. I see the Council and the Fishers are at it again, more trees to disappear in the night. Despite the Council condition to the "secretly rushed" approval for the recycling plant and tip disguised as a transport depot out on Ashworth Road, the old trees have been marked with red tape for removal, no doubt the boys will come with their chainsaws again in the night just as they did at the main street - HEY WHATS NEW IN YORK - THIS IS HOW THINGS ARE DONE HERE.

  13. Just read the Agenda.

Replacement Synthetic turf for the Forrest Oval Tennis Courts - price of $171,300 (Excl GST)

    Ratepayers need and deserve answers:
Who was responsible for selecting the low grade turf that lasted less than one season?
How much was paid for the original Turf?
What other products used on the YRCC were low grade/quality?

    So far we have had:
Sewerage pipes sloping up hill in the ablutions - replacement pipes, toilets and tiling at Ratepayers expense.
Sinks holes in the Bowling Greens x 3.
Tennis courts unusable - replacement Turf at ratepayers expense.

Gail Mazuik was Ray Hooper's 'Captains pick' as the Shire of York Project Manager for the YRCC. She had no building experience/qualifications or project manager experience. Ratepayers are now reaping the consequences of her lack of ability and experience. She was happy to take the glory at the time. Will she accept the responsibility of the mess?

Time all those involved in this disastrous project were held accountable! Their names are recorded in the Shire Minutes, so they cannot escape their involvement.

The minority of York use the YRCC but the majority are paying for the stupidity of those who forced this unwanted mess on us.

We need that name and shame board James.

    1. The YRCC lack of maintenance stands squarely at the feet of the CEO Hooper and the unqualified/inexperienced project manager he appointed.

York had to suffer ex CEO Hooper because Tony Boyle and Pat Hooper refused to listen to the people of York.

Why didn't Boyle and Hooper make sure the maintenance was being adhered to?

Another failure on their part for the shame board.

  15. Blasts from the past. Have just been reading some info taken from a newspaper "The Argus" (Melbourne Victoria 1848 - 1957) Saturday July 29, 1950 p.5.
"Phillipines Mail" As of August 1, airmail fees for letters to the Phillipines will be reduced from 1/6 to 1/- a 1/2 oz. Postal Department spokesman said yesterday that the cost of carrying airmail to the Phillipines will be reduced by the use of a new and shorter route.

For those who don't know 1/6 - one shilling and sixpence * a shilling = 12 pence/pennies, now c. 10c. 6 pence = 5c (a'zac') An oz - ounce is = to 30gms, 1/2oz = 15gms. Airmail letters where purchased ready printed and tissue thin and you could write all over them, both sides.

Would this happen NOW???? Never. They would absorb the profit.

Also Mr. Menzies, the then Prime Minister was looking at cost cutting measures in the public service and they were retrenching workers, not required. HOWEVER, those who were retrenched, where to be immediately picked up by other Govt. Departments looking at expanding and requiring more workers.
Workers were also looking at going on strike, Labour party was involved and the papers had them all labelled as 'The REDS' (Communists) And, yes some of them were, but the Aussie version was completely different to others from Russia and affiliated countries. A much milder variety.

Victoria had floods and Mayor was trying to fundraise to help, reminding people how much help had been provided to fight bushfires, previously, and those who donated, had their names listed in the papers, businesses, private citizens - the lot. Apparently, some of Victoria was being a bit slack.
Australia was still using ration books. Two little girls lost their Mothers' coming back from the shops. Mother sent them back to find it and said ' don't come back without it' So they didn't come back. Found the next morning asleep on deck chairs at the beach!
How many kids go to the local shop for their mum to do the shopping these days?
Milko came with horse and cart and poured fresh milk into billy cans provided by the customers.
Ice was delivered to the houses for the 'icebox', Bread was also delivered to the houses via horse and cart. Ah, the memories. Or they could be, I'm never that old!!

Fabulous reading. Fabulous adverts. If you are bored at any time, check out some of the old newspapers on line.
Basics really not that much different than from today, except the paper published lots of small stuff, like how many workers the various Govt. departments had in their employ, etc.
Will take you right back to a wholly different time line. Wonderful stuff.
