NOTICE OF A SPECIAL COUNCIL MEETING

A Special Council Meeting will be held on Monday, 17th August, 2015 commencing at 6.30pm in the Lesser Hall, York Town Hall, York.

PURPOSE OF THE MEETING

·  Matters relating to the contracting of James Best, BBC Consulting and all related parties to the Shire of York.

·  By matter of resolution direct the Acting CEO to fulfil all outstanding Council and Mentoring Panel Requests.

[NOTES & QUERIES:

1.              Shouldn’t ‘by matter of resolution’ read ‘by means of resolution’?  Just ‘By resolution’ would do.
  
2.              So—are we going to find out what actual requests the Council intends to direct Acting CEO Simpson to carry out?

3.              Is it true that the Department of Local Government is investigating James Best’s performance as York’s commissioner?

4.              Will Minister Tony Simpson apologise for the consequences of what even he and his departmental advisers must now realise was a thoroughly ridiculous and poorly researched appointment?]

  1. Agreed, James. This one is not to be missed. Even the 5 pm Preview one for the next week's OCM has the interesting section about what to do with the Motions passed at the 27 July 2015 Special Electors Meeting

    MOTIONS:
    1. Mrs Lynley Bashford
    That any future purchase of property to be put before the community before the purchase goes ahead. Purchases over $100,000 to be also put before the public.

    2. Ms Darlene Barratt
    Can the draft budget be put forward and one month later be discussed and accepted.

    3. Mr Julian Krieg
    I move that the York Shire express their extreme displeasure of the community to the Minister and the Department of Local Government about the way Commissioner Best prepared the budget without due respect to the elected council’s commitment to contain expenditure to within 7%.

    4. Dr James Plumridge
    That Council direct the Acting CEO to obtain without delay from an independent licensed land valuer a sworn valuation of Lots 800 and 801 South Street, York to be published on the Shire official website and otherwise made available for public scrutiny.

    The Motion was put to the Vote: Carried

    5. Mr Julian Krieg
    I move that the York Shire express their extreme displeasure of the community to the Minister and the Department of Local Government about the way Commissioner Best without due respect to the elected Councils commitment to developing a Strategic Plan, as yet incomplete, before proceeding with the purchase of ‘’Chalkies’ Lot 800 South Street.

    6. Mr Mike Gill
    Council consider its legal position regarding the purchase of the building given that it does not have a statement that the building is suitable for public use.
    Response:
    The Shire President stated that it was not a condition on the offer, there is no out on the purchase of the building.

    4. OFFICER’S REPORTS
    4.2 ADMINISTRATION REPORTS

    OFFICER RECOMMENDATION (in the Agenda Settlement Preview Meeting to be held 5 pm at Lesser Hall before the Special Council Meeting announced above)

    “That Council:
    1. Defer motions numbered 1 and 2 to the newly elected Council to consider as these could be adopted as future policy.
    2. Motions numbers 3 and 5 be combined and actioned immediately.
    3. Motion number 4 will need to be supported by an Absolute Majority as it is unbudgeted therefore it be deferred to the newly elected Council.
    4. Motion number 6 be referred to the Consulting Engineering Firm McDowell Affleck for their comment.”

    This all bears thinking about. Hmm a lot for one evening. But we were waiting for feedback, and it looks as though some is 'on way' as they say.

      You would have had a nice conversation, because Denese is a very nice lady.

      I hope everybody votes for her and ignores the nonsense peddled by Richard 'Onan' Bliss, John 'Bauxite Mine' Elkington and from behind the scenes Tony 'We're a cohesive team behind you Ray' Boyle.

      We need Denese on Council!
